I hear a lot about tableless/CSS-only designs but what are they?

The name says it all - they are web page designs that don't rely on tables. The use of tables for layout is a hack that was necessary because there wasn't another way of producing effects like columns. Now with browsers that have better support for Cascading Style Sheets it is finally possible to produce designs that don't rely on tables.
